Most legit websites want to make the viewing experience as enjoyable as possible. Good websites should have easy-to-read text (usually dark text on a light background), photographs that look nice and compliment the text, minimal animation and/or music. A well-designed website is one that loads quickly and is easy to navigate.
A site that's hard to read, with distorted images and slow to load can be a sign that the site isn't good to use. If the creator of the site doesn't care enough to make a well-designed site, how can you expect them to care about the content?
However, keep in mind that design is only one of the factors in evaluating websites. A site can be poorly designed, but still contain good information.
